It’s what came next that was strange. The Finance Minister, speaking to the media after he delivered his speech to a business audience at the Economic Club of Canada, pulled out his metaphorical rifle and promptly shot down some of the trial balloons he had floated just a few minutes earlier.

In the end, it was clear that Mr. Sousa really only wanted to say two things — that May 2 date, and the fact that the deficit forecast for 2013-14 is now down to $9.8-billion, or $5-billion less than the…
